Interesting question – but GSM is a technical protocol – it has nothing to do with billing or other mobile operator infrastructure and management software. You are asking about business practices such as billing and cash flow management. It would be like asking whether a diesel car or an unleaded car has better windshield wipers!

    GSM is a new technology that uses satelites and utilizes other companies towers. The problem with GSM is that; while your coverage is much broader, your chances of dropping calls during a conversation increase. The reason is that during a switch from one tower to another if you are traveling the call is many times lost on the transition.

    As far as billing. It still works the same way traditional CDMA, CDMA1X and TDMA work. As long as the towers are in your calling area then you will not be charged roaming. Make sure you understand your calling area.
