Congress has been in control of spending since its creation, and its powers over spending have increased since the 30’s when the president started taking on other roles. The president used to be a minor role prior to the 30’s mainly planing the budget, sine the 30’s the presidential powers have increased to other realms and have become more pro active, leaving congress with almost complete control over the budget.

Yes, it does, They can pass the budget and spending bills. It is up to the President to sign or veto them.

Obviously, look at how the liberals have been spending like drunken sailors in a whorehouse, since this past election. We are stuck with the Obama clan and their irresponsible spending habits for the next two years. Then we get to vote out Pelosi, Reid, and the rest of those idiotic spenders. Then two years after that, vote out Obama and the corrupt lying administration, and at last we will be able to rebuild America into a great country again.
